In order to understand the difference between Florida Statues, Rules & Administrative Codes, we have defined each below.

Florida Statue: Per The Florida Senate a Florida Statue is "A permanent collection of state laws organized by subject area into a code made up of titles, chapters, parts, and sections. The Florida Statutes are updated annually by laws that create, amend, transfer, or repeal statutory material."

Florida Rule: According to Chapter 120, Florida Statutes, Administrative Procedure Act (A.P.A.): Rule means each agency statement of general applicability that implements, interprets, or prescribes law or policy or describes the procedure or practice requirements of an agency and includes any form which imposes any requirement or solicits any information not specifically required by statute or by an existing rule. The term also includes the amendment or repeal of a rule.

Florida Administrative Codes: The online Florida Administrative Code (FAC) is the official compilation of administrative rules for the state of Florida. The Department of State oversees the publishing of the FAC and updates it weekly.
